COLROW and ARCECO: Fortran subroutines for solving certain almost block
diagonal linear systems by modified alternate row and column elimination.
COLROW is for systems whose blocks all have the same dimension; ARCECO is for
systems whose blocks may have different dimensions. (See J.C. Diaz, G.
Fairweather, and P. Keast, ACM TOMS 9 (1983) pp. 376-380.).
