Sets up the reference vector R for a discrete uniform distribution between M and N
inclusive.
 
Classes  :  L6a21 . Uniform (continuous and discrete) random numbers, random
                  uniform order statistics
 
Type     : Fortran subroutine in NAG library (G05 sublibrary).
Access   : Proprietary. Many implementations available.
Precision: Double.
