GAMS Module DEA in CMLIB

Given a slowly convergent sequence, this routine extrapolates nonlinearly to a
better estimate of its limit, thus improving the rate of convergence. Based on the
Epsilon Algorithm of P. Wynn. An estimate of the absolute error is also given.
