Compute a best uniform generalized rational approximation p/q to a function
defined on a finite set of grid points using the differential correction
algorithm. Options to include a weight function and linear equality or
inequality constraints on the coefficients. (See E. Kaufman, D. Leeming, and G.
Taylor, Int. J. for Numer. Meth. in Engrg. 17 (1981) pp. 1273-1278.).
